This item was an exclusive reward for pre-ordering the game and is no longer obtainable. However, if a Terrarium owner builds it within another player’s subfief, that player may retain it indefinitely and move it freely, provided it is not demolished.
This base decoration is considered a light source and counts towards your subfief's maximum light limit, as it seems to emit a significant amount of light.
