The schematic is found in Rockwarren Village with a drop chance of 10%, Stonestep Village with a drop chance of 10%, Imperial Testing Station No. 71 with a drop chance of ~9.1%, Imperial Testing Station No. 60 with a drop chance of 6.25% and can be found on The Exchange. The item then needs to be crafted to be used.
Due to bug (Still present in v1.3.5), this schematic is mistakenly rewarded via 3500 personal contribution from one of the houses instead of the intended Tier 5 cutteray version.
