Find him in Arrakeen. There, using his mother's influence, the small-minded man has claimed ostentatious quarters for himself, upstairs in the Salusan Bull.
If you've yet to visit Arrakeen, fly para-east — you'll get there eventually. Or take a 'thopter taxi from one of the tradeposts.
