This Contract Chain can be picked up from the Contract Board at Griffin's Reach Tradepost, early on in the game.

When delivering proof to Elara Tuek
Elara Tuek: Oh look, the kitten is back. Do we have business?
Player: I’ve killed Zantara. I'm here to claim the million solari reward.
Elara Tuek: Why do you think I'd be interested?
Player: Come now, Elara, let's not be coy. You're an agent of Fenring. You know how to get me my money.
Elara Tuek: I do. All I need is what the contract requires, Zantara's head.
Player: I don't have his head.
Elara Tuek: I didn't think so. Maybe you should leave that contract with me. I don't think it's worth as much as you think it is.
Player: I could have used that million solari.
Notes
This contract is missable, and seems to disappear from the Contract Board at a certain point.
However, the contract will NEVER pay out, and all traces of it will disappear from Contracts history as well, so there is essentially no difference in having missed it, apart from the few exclusive lines of dialogue with Elara Tuek.
