In-game

Using a sub-fief console for the first plot of land and afterwards using 'staking rods' to expand your base building, each contribute to increasing your spice tax.

Arrakis is a fief, and then players have this thing they can craft called a sub-fief console, which allows them to claim a small piece of Arrakis. And then they have to pay tax to the Emperor for having that small piece.

You place [the sub-fief console and] it basically gives you an area that you can build within [...] And then you can extend the area you can build within using, they're called 'staking rods' at the moment.

Using the Lansrad to influence the spice tax

If you influence the Lansrad in particular ways they might reduce spice tax, which makes it very beneficial for you as a faction to have been stockpiling spice instead of selling it. Then wait until you win the Lansraad, change the spice taxation, and then sell a bunch because that's a great way to make money. (Joel Bylos)  [2]

Consequences of not paying tax

You will have to pay taxes for your base. If you don't pay them, the Sardaukar will come purge your presence from the map (Ignasi)[3]
