Tamzin Flaxenraad is an Imperial Tax Collector, based in Arrakeen. Players used to be able to pay off their subfief taxes by interacting with him before the tax system was removed.

Before the system was removed, failure to make payment after 2 tax cycles (each cycle was 2 weeks) would result in the corresponding subfief's shields being shut off, rendering the base vulnerable to decay.

Location

This NPC is located in the Imperial Consulate further down the plaza in Arrakeen.

<MISSING FIRST CONVERSATION>
TAMZIN FLAXENRAAD: You again, what now?
PLAYER: How did you end up here?
TAMZIN FLAXENRAAD: In this terminally dull exchange? Or here at the Treasury? I suppose the answer is the same to both questions. Not that it's any of your business. But it is a matter of public record. I am the fifth son of Graf Heino Flaxenraad of the Alpha Hydrae Flaxenraads. Doubtless, you've heard of us. We are a prominent House Minor in the Corrino orbit. But while it's true that I was afforded every advantage, certain expectations are placed upon the shoulders of every young scion. Especially if you're not firstborn or Grand Nephew of the Emperor. You are still expected to find a way to serve your family before Father cuts you off. And regrettably, the best appointments are long since handed out by the time it gets to son number five. By then, all that's left is finance or, perish the thought, a Commission in the House Guard. A fate worse than death. But at least I'm not a girl.

PLAYER: What's wrong with girls?
TAMZIN FLAXENRAAD: Nothing is wrong with them, you cretin. But when it comes to serving your family, it is much worse to be a daughter than even a ninth or tenth son. The lucky ones are married off or shipped to the Mother House on Wallach IX. Otherwise, it's the Imperial Knitting League or a tower somewhere with a lot of cats.

PLAYER: What's wrong with the House Guard?
TAMZIN FLAXENRAAD: Nothing, but I've been ordered around by my older brothers for the first half of my life. That's long enough.

PLAYER: Grand Nephew of the Emperor?
TAMZIN FLAXENRAAD: It's no secret that our esteemed Imperial Planetologist, Cyprian Io, is Grand Nephew to the Emperor. A prestigious and advantageous appointment, even if Master Io can't tell cinnamon from spice.
PLAYER: Our Planetologist in unqualified?
TAMZIN FLAXENRAAD: I already told you, he's Grand Nephew to the Emperor. There is no more relevant qualification.
PLAYER: You sound bitter.
TAMZIN FLAXENRAAD: Bitter? No. Cyprian and I are best mates.

PLAYER: What do you do here?
TAMZIN FLAXENRAAD: Besides suffering this audience with you? Oh, you really expected an answer. I am the Imperial Treasurer here in Arrakeen. As such, it is my sworn duty to receive, count, and convey His Imperial Highness' right and proper incomes. 
PLAYER: Where do the taxes go?
TAMZIN FLAXENRAAD: How would I know? It seems my lot in life is to stand here and be interrogated by nitwits. As unbelievable as it may be, His Imperial Highness has yet to consult me on allocating his vast income. But I would definitely advise him that his treasury offices could use improved security. There's entirely too much riff-raff getting in.
PLAYER: Goodbye.

Notes

When Chapter 3 was introduced the subfief tax system was removed. However, the NPCs are still present.

While not included in the text transcribed above to improve readability, every line gives the player the option to select "Goodbye." and end the conversation. This is highly likely to be intentionally added to allow players to escape from what they may consider to be a long and annoying conversation.
