During the Scourge event, Fridaa Maltros is a vendor that appears in Arrakeen and at random Tradeposts in Hagga Basin.
In addition to issuing the event quests, the merchant sold buildables and cosmetics in exchange for 
Blood Marks.

While in Arraken, Frida is located in the clinic in front of a blood purifier, to the left of Doctor Shaffat.
Lore
Frida was expelled from the Suk school for taking stims and continues to take stims. She considers Dr. Shaffat as a mentor and someone that gave her a second chance in the medical field. She's helpd Dr. Shaffat fight the Scrouge.

Frida Maltros: Hello. Excuse me. Excuse me! Are you trying to see Doctor Shaffat? I'm afraid she is far too busy to speak with anyone just now. Far too busy. We're dealing with an epidemic, and a delivery of vital equipment has gone missing. Unless you have said equipment, you'll have to speak with me. I have full authority to act on her behalf.
Following Dialogue
Frida Maltros: Excuse me... oh. It's you. As I clearly stated earlier, it is impossible to speak to Doctor Shaffat at this time.
Player: What's that about a missing delivery?
Frida Maltros: We're fighting a deadly plague. Infection causes fever, eye tremors, and yellowed vision. There are evens signs of increased aggression. very alarming. A shipment of equipment vital to studying and eventually treating this epidemic has gone missing. If you were to locate and bring said equipment to Doctor Shaffat, in Arrakeen, she would reward you fairly. Arrakeen and even Arrakis are at stake.
Player: Can I ask you something? Frida Maltros: What would you like to know?
Player: 1. What kind of disease are we dealing with here? 2. Tell me about Doctor Shaffat.
Frida Maltros: [1] It's... bad. Not like anything I've ever seen. Not like anything Doctor Shaffar has seen. She can give you the detailed list of symptoms. Terrible fever, tremors, and yellowed eyes, of course, but this infection may affect one's personality in ways we don't yet understand. We're also seeing excessive aggressiveness. And this is just the beginning. We have not yet seen the contagion's full cycle.
[2] She is marvelous. A wonder! My new mentor. She gave me a chance when no one else would. Did you know a noble was indebted to her, and rather than ask for something for herself, she requested the resources to start this clinic. She came to this dangerous, terrible planet to help people suffering under the War of Assassins. If that was all I knew of her, that would be enough.

Frida Maltros: Hello, again. Were I you, I'd keep my distance. The infection grows rampant here. Player: I have a completed contract to hand in. Frida Maltros: Excellent news. What are we handing in today? Player: (Complete contract) A contract for Kirab tissue samples. The player turns in the Kirab eyeballs required. Frida Maltros: Fantastic. Hand that over. Excellent work. Player: Doctor Shaffat said you can get special goods for me? Frida Maltros: Indeed. A token of our appreciation for your help. I receive new wares often, so check back in from time to time.
